Short Description:
Create a Drupal module, which implements a Document Management workflow.
Motivation
Drupal has all of the essentials for a document management platform - document revisions, classification, support for storing a variety of document types. It lacks support for the typical document management workflows used in the industry.

I've made this proposal for several reasons:
- this is a low hanging fruit for Drupal, it shouldn't be hard to implement
- Such functionality would bring drupal close to an "enterprise" level CMS
- It can be used as the basis for interesting intranet and b2b projects
- AFAIK, none of the other OSS CMS are doing it
